A hexagonal artificial-island sea fort in the Patapsco River begun in 1848 under the supervision of then-Army engineer Robert E. Lee, Fort Carroll was abandoned by the military and sold to a private owner in 1958, and every redevelopment scheme since has failed. It is reachable only by boat, remains private property with no legal landing, and is now a massive bird rookery. Rotting piers, collapsing masonry, thick guano (histoplasmosis risk), and nesting-season aggression from herons and gulls make landing genuinely dangerous.
